and if it still hasn't unlocked, then hard reboot your computer and try again.
The reason it is confusing is that when the game will unlock in 1 hour and 59 minutes Steam reports that it will unlock "in about an hour", because it is rounding down. People see that and they get it in their head (understandably) that it will unlock at the next hour mark. When that point passes, though, it doesn't unlock and Steam's message changes to say that it will unlock in "less than an hour". So people end up waiting for 2 hours when they thought they only had one hour left to wait.
Steam could fix this problem by having the message read "in less than two hours" from the 2 hour mark to the 1 hour 1 minute mark, and then "in less than an hour" from the 1 hour mark to the 1 minute mark.
