The option via government points is only the violent revolution, which does the same, but gives you chaos points, and thus one (or more) negative event(s) after some time.
Violent change costs government points, but generates chaos.
Tbh chaos is nothing to be feared, culture points are far far more valuable than government points.
Always go violent change.
You should get access to the option as soon as you reform the tribe.
But don´t forget, it is not a government action like the violent revolution, it is a culture option which you can only use if you have gathered the needed culture points to activate it. There it should be one of the actions that comes with government, in the same line as build new town.
Have you completed the Tribal government tree?
Have you reached the necessary tech (Iron Age/Age of Blood/Age of Heroes) to unlock the 2nd tier of government types?
