Will there be Mods?

Yes, the update that came out today came out with official mod support.

The patch notes say to enable it in settings but I'm not seeing any setting related to mods. Any idea how to fix that?

Once your in game and on the character select screen you can select mod manager on the left next to the logout button. If you're actually on one of your characters it's on the left underneath the skill selections and golbin raid mode.

If you had mods before the new ones will probably irrevocably break your mods and make it so neither work. it's what happened to me

Yes, you need loggin to use mod. Also connect a Mod.io to account somehow...
