As for prayers, I am a bit less sure, but I believe this is how it works. For a multi-hit attack, prayer points are consumed on the first part of the attack, but not on the subsequent parts. Prayer XP can only be gained if this first part of the first attack hits, so subsequent hits from the same attack will not consume prayer points and will not give prayer XP. However, the subsequent attack DO still benefit from the bonus of the prayer.
For example, if using the Slicing Winds spell (which hits 3 times) and the Augury prayer, the first hit of Slicing Winds will consume 7 prayer points, and if it hits, give prayer XP. The second and third hits will not consume prayer points or give prayer XP, but they still benefit from the increased Accuracy and Max Hit from the Augury prayer being active.
