From the wiki page:
"Tax rate starts at 0% and increases by 10% for each Town Hall that is built, up to a maximum of 80%. Citizens are taxed every town update, and the amount of GP earned in tax from each citizen is 1.5GP for every 10% of tax rate."
So, you'll probably make around 60k/hour from the first building? You have to have in mind that town hall repairs are expensive so the moment you start building town halls it'll skyrocket your repair costs. I'd say don't expect to make a lot of money at first, town halls are basically something you have to invest alot in.
Overall, the town halls bring in good money when maxed out so it's totally worth investing BUT expect that you won't be profiting from your Township until around 4-5 halls have been built (if you don't have DLC, with Throne Of Herald it's probably different since Townships are generally more profitable with it).

With all buildings built I generally get around 6 mil an hour. More or less depending on seasons.
But that requires nearly 1 bil for all town hall upgrades and also up to iirc level 115 for the last pop upgrades, but when you reach that, money is no longer a problem. Unless you're on adventure and need to spend billions to unlock all the skills...
It is a long term investment though, early on at 99 and only a level or 2 of town hall it gives very little. But well, invest early and get to forget about money early is good, my standard account has so much money I'm just spending 100 mil a pop buying bank tabs just to organize my stuff better.

townhall is not worth upgrading in the early stages.
