Cloudburst staff consume runes per "hit"
What does hit mean here? Does it mean if I miss it doesn't consume runes?

No, the special attack (100%, Magic Ray) hits 5x for 70% damage over 1.6s. Each of the 5 hits consumes runes, so you can expect an increase of rune consumption by 500% if you use this staff. The damage of it is extreme but so is the rune consumption.

Is the special attack a unique attack? Or is it based on the spell used and then it adds it's special effect?
To confirm, it can miss like standard attacks?
And finally, what if I use a cannot miss ancient magic spell? Does it also not miss? Probably need to see if there is a water one.

As far as I know its 70% of your damage, so if you choose a low damage spell it will result in low(er) damage as if when you choose a higher damage one. If it is a water spell, the +400 damage and -7 water rune cost can be used.

It can miss (it is not an unavoidable attack).

Since it states "...selected Standard Magic Spell..." it won't work with ancient magic.

Edit: Water Surge/Water Wave would be obvious choices for the spell paired with the staff.

It basicaly takes your selected spell and cast it in quick barrage (co it eats thru runes much faster then normal casting) with 70% damage efficiency. It just cant crit. And it doesnt work with ancient magic, so go with water wave/surge.
