"maximum mastery pool xp reached"

I've been acquiring Mastery Tokens that I am unable to "claim". When I try to claim them, I get the message, "maximum mastery pool xp reached". What does this mean? I thought I could always use these tokens to increase my xp for skills.

For example:
My xp level for Mining is 92. And I can't use even one of the Mastery Tokens I have for mining. I'm beginning to have the same problem with other skills as well, even though nothing is anywhere near 95. Agility is at 75 and Woodcutting is at 85, and I can't use any mastery tokens for either of those.

What is the limit for using these tokens?

Under your skill exp bar there's another bar that's called Mastery. Once that yellow bar is full and says 100% you can't earn anymore in it. You can use that mastery exp to level up, for example, a specific mining node's mastery level. Mastery level is separate from your normal exp. It gives you some bonuses at different milestones.
