Even on the task to complete in Township itself it states right above the required items in bright orange text, "Hint: Use the Herblore Potion if you cannot create Tier 1 Potions normally."

Yea, i learned that after i already was at Tier 3, and it took hours to get 25 Tier 1 potions with the "Herblore Potion", times 3, since i already was at Tier 3 with the other 2 potions you need for that township task.
At Tier 3 of the "Herblore Potion" you get 3% of getting a random Tier of the crafted potion, so after you hit the 3% you have on top of that a chance of 1:4 of getting the Tier 1 potion you need.
This really doesn't make sense that you can't craft lower Tier potions anymore and it's really tedious
You can use mods to be able to craft lower tier potions if you want, i didn't but i can really understand why somebody would.

Township seriously breaks the game, and I've never known the game without the township. Too easy to make money/resources. Once it's maxed out you pretty much can't spend all the gold or resources it gives you.
converting resources to some neat bonuses items is cool
Im doing the potion thing thru the township. Not really into mods, dont know how they effect the steam achievements
They don't, all achievements I have in this game were gotten while modding. It would be a bit cheeky to build mod support into your game and not make it explicitly clear that mods would stop achievements.
Most Steam Achievements can be cheated anyway (so I'm told) with "SAM", so from that point of view, Steam Achievements mean nothing, never did, never will.
