Combat level actually has a purpose, but only in Adventure Mode, in which the max level you can obtain in any Non-Combat Skill as well as Slayer, cannot exceed your combat level, if you were to continue training one of the skills and reaching the end of the XP bar, it will show you in red text above the XP bar that you've reached the max level as you need a higher combat level to achieve more XP in said skill
