WHAT THE ♥♥♥♥ IS UP WITH THE AMULET OF FISHING
i have been doing pretty much nothing but stealing from the dock hand for DAYS, getting hundreds of chests, and i still haven't found it
i can't tell if there's some bug going on, or if i'm just monumentally unlucky, but holy ♥♥♥♥ am i annoyed
i just want to finish this quest :(

I might be misremembering but I got the amulet of fishing from... Fishing.

EDIT:

Yeah, I forgot it came from chests, but I did get one from chests earned from fishing. I guess you're just unlucky. Maybe try and get your chests from killing Giant Crabs or from fishing to break up the frustration a bit? Good luck.
