Fishing all the way up to Raw Magic Fish will both make you money and give you food.
Thieving is also great but you need food for it see above ^
I have 18k population. But honestly I would not mind much about townships, since the dev (1-2 days ago) say that they will release soon a total rework of the township skills.

If you get your skill mastery over 25% junk goes away, with 99 a fishing cape doubles drops 99 on a specific fish master grants 2 fish minimum.
That means a catch is either 4 or 8 fish so something high value like a whale is 3-6k per catch.
You take it one step further to cook however 99 mastery on cooked whale with the cooking cape and the redwood camping fire or higher you have 100% chance to get a perfect cook which is worth 3k per whale over quadrupling the value. Its not the best gp/h but its easy and reliable while also giving you large quantities of good food for other things as xuhybrid mentions
Yes and early game you constantly have to burn gp like it's going out of style to keep up with inventory space and upgrades which kinda means that worrying about money is required as it's the primary bottleneck aside from levels
thieving at level 90+ is also decent, but nowhere as good as township
