I have a gold topaz ring equipped and the Mummys are still dropping it?

Ah, I misunderstood you. Yeah, the Gold Topaz Ring itself will keep on dropping no matter what. But if you also have it equipped, you will eventually get a unique drop from leveling your combat and non-combat skills respectively. So, keep it up until you get it - the chance is very small.

Slayer is correct, and to clarify further: The Mummy will have a chance to drop Topaz rings since it's one of their loot items, regardless if you're wearing a Topaz Ring or not. If you do have the ring equipped, there is that immensely small chance you might get one of a two-part special item. If you're not wearing a Topaz ring and got a Topaz ring as a drop (except from the Mummy), then that means you just missed that astronomical chance to get that special item.
