Plus it's even more of a waste of Stardust to re-roll in Astrology until at the bare minimum Mastery level 80, and at most 95% mastery pool, you won't have much of a use for it for a while leveling Astrology so investing it into making it more useful faster is a nice option.

tier 4 17.647%

I remember getting annoyed with that when Astrology came out but I've maxed the skill and gotten the potions to tier 4 twice now and while astrology is definitely one of the slower skills to max it's not the worst but ether way there's plenty of inconsistencies throughout the game as a whole.
But really I think a bigger gripe would be all but 2-4 out of the 15 combat potions being completely useless once you get Herblore lvl 85.
I eventually ran out of bags and didn't craft more, but even without the bags I was consistently finding 5-10% more stardust than I was using potions (Use 100 potions, get 105-110 stardust). Stardust is the real problem with crafting them, not the herbs, you will have thousands upon thousands of herbs if you plant them with any sort of consistency.
Their length is acceptable because you get a little bit more stardust than you use in the long run, making their use sustainable. And yes, I know it's all "RNG" how many I get.
