Working on higher tier masteries in a skill (like Dragonite in Mining) mainly helps to level the "skill Level" faster.
I get what you are saying but why/how could this be the best method? Can you give me an example if coal was 35 gold 40 and dragonite 50. Thx for your time.
get mastery to 100% spend 5% on coal
Mine coal to recover that 5%
Spend 5% on coal
repeat untill 99.
probably get other stuff like agility can really help boost global mastery
firemaking boosts mastery so id try to complete that when grinding mastery.

i am probably missing some other mastery buffs but that is what i believe is the fastest way per skill.
theres no way your going to get coal to 99 faster by mining dragonite. i understand having a 99 can get you mastery pool faster but working on the specific ore type is what will gain you the big time mastery.
its just a super slow process. but mining dragonite for coal to 99 will just make that process alot longer.
Generally, the higher a given mastery level is in a skill, the more points you can gain from it for the mastery pool compared to the other lower mastery, the faster you can use that pool points to boost another mastery. There are quirks to these like craft/cook time, mining down time, etc....
In your example for Mining, Dragonite mastery level is higher (50) so you should work that since it gains pool points more, and spend the pool points gained on the second highest, which is Gold (40). Once Dragonite is 99, you can continue using that and boost Gold, then Coal since the gain is max, but I recommend start working on Gold to boost Coal (so you can start levelling up Gold in the process). Dragonite does have a longer reset time once depleted so in essence, will make gains slower than Coal (but it does have max gain for the Mining Skill).
This is the fastest way for me, applying it to all skills, but it can be tedious checking the masteries all the time. Most of the time it would just be better working on the mastery that gives you something you need, and worry about having 99 masteries after you reach/finish endgame
TLDR: Higher mastery level (usually), faster pool points gain, quicker pool points use to boost other masteries. So when you're ready to switch to the next mastery, you're already ahead of the curve.
Mastery xp will go the extra mile on crafting skills that have a ton of recipes. I mastered Smithing from making Dragon Jav Heads.
Also unless you can check MI every 2 hours, drop to 50% mastery pool.
