To access the poison and the blow fish you need to equip the Barbarian Gloves, an item in the 'special' category of fishing items. Keep fishing and you will get them eventually.
Might be wrong, but at least had to try it out.
So leaping fish are completely useless, got it, will probably hoard them then just in case, Planning on getting 99 on broads, gonna get 84 strength from it before even touching combat. Sucks that I won't be getting any cooking exp out of it, but that's fine.

Yeah, you dont need the gloves (or anything) for the Poison or Blow fish but you do for the Leaping ones.
