I see what you mean, but literally the point of levelling up in any game is to be more powerful. What's the point of having multiple combat potions (when there are clearly meta like diamond luck) if you can't use more than one at a time?
Like there's a lot of cool ones like slowing monster speed, poisoning, prayer preservation and boosts etc all rendered useless once you reach a certain potion.
Again, it's just bad game design. You would expect the later monsters to be designed around the herblore boosts, or at worst it leaves room in future for even stronger monsters.
