I have all the latest drivers and latest Windows 10 installed. The GTX 1060 works now after I updated to the latest driver which were only like two months newer.
This games performance is inconsistent, it utilizes much more of the hardware on the GTX 1060, but it has too little VRAM compared to my RX 480. It seems the game might also be PCIe sensitive, so maybe try force disabling your Intel Integrated Graphics in the BIOS to ensure x16 PCIe lanes to your RTX 3090.
