Is this a Con Artist game?
No pun intended with the subj line, but does the "MIXED" rating have anything to do with devs abandoning the game or is it finished, but with bugs?

I'm also looking at Surviving The Aftermath, which ironically has a similar name and appears to have similar game mechanics, but is it a better game?

I've been playing for a few days and so far have only encountered one bug. Everytime I start up the game it tends to change my resolution. Sometimes it'll change to my native screen resolution (4k), other times it will only display one massive pixel on my screen lol. It's got a pretty simple fix though. Other than that, performance can be unexpectedly choppy at times. Usually I just change the game to Borderless and back to Fullscreen, that usually fixes that. Those are the only issues I've encountered so far. From what the rest of the community has said, the previous patch in April seems to have fixed a majority of the game breaking bugs for PC. Besides the people whose reviews are bug-centric, a lot of people were disappointed with the game because the gameplay subverted their expectations. A lot returned to the series based off the flash games nostalgia and were surprised that Aftermath was nothing like the originals. Aftermath can have a slow start, but every advancement/upgrade feels valuable and new. There's a high-degree of replay value due to the volunteer mechanic. I find the rogue-like elements to be very enjoyable. It's definitely a novel entry into the zombie genre that I'd suggest trying. It's currently unknown if the game is currently abandoned, the devs are still inside the Discord group along with an ArmorGames rep, but they don't respond. Also, their Trello page for patches and bug reports is still up, but hasn't been updated since April. It's just radio silence now.

That's fair, I'd keep an eye on it for future patches or steam sales. Con Artist Games has been around for a minute now with quite a few games under their belt, so I sincerely doubt they're just sitting idly by. This was certainly a rough entry into the AA game market as one of their first 3D titles, but I think they still have a bright future in the industry. I look forward to seeing what they do next.
