Locked gates/fences
Anyone know how to open some locked gates and fences you come across the game ? The character just says 'I need a tool" or "Not happening", but I did not find anything that helps with this.
There are also some sort of cellar doors near compounds that requires a code, but I find nothing useful in the entire map.
Any ideas ?

Rather than items you find within the maps, you get into these locations through permanent upgrades that you buy with Knowledge.

At the starting base, you can talk to a person to spend Knowledge to permanently unlock upgrades. One is "Boltcutters" while the other is "HERC Codes".
