You can run the game in DX11 mode by right-clicking on the game in the Steam library, selecting Properties and adding -dx11 to the Launch Options under the General tab. On my PC, I get a few FPS more than DX12 and the game seems to run a lot smoother without any stutters. Clearly, the stutters in DX12 mode are due to the infamous shader compilation issue that seems to afflict a lot of Unreal Engine 4 games... unfortunately.
looks really bad for the performance and chugs 8gb of vram
We talk about the demo....
Just to add
I-5 @ 3.5
GTX 1070
16 gig ram
Win 10
Runs really well at max settings. That was auto selected.
I did limit frames to 60 for my TV/monitor HDMI input
Turned off motion blur and depth of field <hate those things>
Game ran solid. Actually much better than I expected. I did notice some micro stutters here and there <like one hitch then play for a while but the hitch was probably less than a tenth of a second> but no where near anything I would consider unplayable. More like hardly noticed until I read this thread and thought about it!
So IDK maybe newer hardware is having more issues? Or turning off what I did or limiting frames made a big difference? Or maybe a single hitch for a fraction of a second is just too much for some people?
I guess more feedback might help?

I did a comparison with HITMAN 3 because i get 300 FPS in menus in that game and my fans did not rev up in that game.
I also checked temps and fan speeds and everything seemed good.
Not sure what was happening.
I am wondering if it was perhaps the PSU fan that was reving.
Has anyone had similar issues ?
Anyone can check any youtube playthroughs of this and clearly see there's hitching and stuttering. I played the demo myself, same thing.
Your PC isn't special. It's shader compilation stutter.
