can't body snatch

So I hit them with the disco and when I hit F theres a one second burst of a wave that huts the target, a green bar pops up with about 1cm left that goes to zero and the wave stops without me taking over the body.

I've tried it also by running behind the fence and luring a cop over so we're solo and same thing.

What gives.
