In any case, isn't this something that needs to be fixed by the port developers? This has never been an issue with me with any other CH game on Steam.
The port's got some big issues, which is pretty much the big reason this game is sitting on mixed instead of positive like the first game's. Many of the issues in 2's port also existed in the previous game, which doesn't help.
The only thing I'm not a fan of in the Mizuchi engine games (VIIR, DSV, DERQ/2) is the fog effect, and it usually looks better with the postprocess stuff turned off, but in this game (granted I'm still only in the first area; there seems to be a ton more cutscenes than usual) it makes everything dark and impossible to see.
It's a portable and free program, you can Google it. Is useful for situations like this one. And yes, this looks like something they need to fix. It doesn't happen in other games and can be annoying.
The main issues with the game so far are bugs. Lots of bugs. As far as I know (and have experienced), they are mainly menu-related and in some cases they can softlock you (end of battle menu not popping out) or prevent you from saving (save menu not opening). Expect one softlock every 3-4 hours or so. I'm extremely paranoid with saves, so I have never lost more than 5-10 minutes, but if you don't save often, it can be a problem. Other issue that people complained about is the models' censorship, but I think they fixed it by now.
Blurriness is also an issue, and it's much more noticeable in this game than in the previous one (only played it on PS4, not sure about the Steam version). As you say, without postprocessing the problem is solved, but everything is really dark that way. You can use Reshade to add your own postprocessing to the game and light it a bit. Alternatively, you can leave the native postprocessing on and use Reshade just to sharpen the image.
