This is mentioned several times in the novel.
The text itself makes it very clear that nobody, not even Qui, knows exactly how this was done. There are suggestions of vicissitude mixed with other disciplines or supernatural means, but it's a mystery. The World of Darkness, like any other RPG world/system, is filled with rules that always give way for specific exceptions.
The different books over the last 30 years have always made it clear that when it comes to the supernatural world, when the ancients start dabbling in powerful forces, there is no such thing as impossible. There are artefacts and spells that bend reality on a consistent basis.
Elders have spent centuries searching for a way to end the Nosferatu curse. Who's to say that they didn't stumble on a half-measure and used a young fledgling as a test subject? The Sabbat enclave in question was burned out by the New England Camarilla, which could mean secrets are buried there. There are far stranger things going on in the current timeline than that. Either way, all of these stories have been vetted word-for-word by official WOD staff. None of the authors got final say, they've been pretty clear on that in interviews and on the Choice of Games forums.
Night Road: A player character who can level up/power up like a JRPG character to the point of being able to learn multiple powerful abilities and lay the smack down on vampires much older through direct physical combat in a very "cut scene/QTE" fashion.
Also Julian's plan pushes the boundaries on what is possible through manipulation of public perception and brainiwashing
Out for blood: Monroe can somehow become human again if her sire is killed because she is a thinblood.
Parliament of Knives: Corliss, Lucca, the player character and Grace can actually be Nosferatu and the story still somehow makes sense through some mental gymnastics.
Also Vivian somehow is an Asian looking woman despite her description or the story never mentioning why this is (almost like they put the wrong picture there).
And of course, Qui is the only Nosferatu to have apparently escaped the clan curse
