So, I think I'll buy the "2020 Season Pass" + "Top Up Pack (for December Pack)" + "NASCAR Heat 5 - 2022 Season Update (not listed on the store page and most negative reviews)" to get most of the DLCs.
And how to get the "Pre Oder Bonus" right now?

Booted up the game and checked, it seems all the DLC worked fine and appears in game. I tested with 2 4% length races at Daytona and Bristol, both worked and finished both races with no crashes or bugs. Overall a good experience, but I only did very short races so I maybe I'm just lucky.

Not included apparently. Had to purchase it after getting Ultimate Edition.
That is incorrect information. The Ultimate DLC Bundle does indeed include the Tony Stuart content from the Gold Bonus.

According to the SteamDB, the "Gold Bonus" is included in the "2020 Season Pass,"
but "The Ultimate DLC Bundle" doesn't include the "2020 Season Pass," only contains separate season pass DLCs.
So, who should we trust, the broken DLC devs or the SteamDB?
Me? I own the game. Where are you getting your info? I bought the base game and the Ultimate DLC Bundle a year ago.
However, I will check out SteamDB.
EDIT: I loaded up the game and did not have Tony Stewart as a bonus driver option, only Gordon. I also did not have Stewart as a spotter voice option. So, I bought the 2020 Season Pass which did indeed add the Gold Bonus content. So, apparently, I didn't own the Gold content through the Ultimate DLC Bundle. WTF. Guess it's not so Ultimate afterall.
The 2020 Season Pass added the file "Unlock_NH519DLCCAREERGOLD.txt" to my "NASCAR Heat 5\DLC" folder.
I also bought the 2022 Season Expansion which seems to remove both of the Gordon and Stewart bonus driver options. However, the 2022 Expansion can be unchecked under "Manage My DLC" to revert back to 2020 content.
And I'm glad you provide another solid and useful info to prove "reppa" and SteamDB is correct about this discussion. And this also proves that the Devs don't even understand their product and thus give false information. That's really pathetic.
And you can check Dark Lord's reply above about fixing the 2022 pass missing content issue. I think it might help.
I also own the Ultimate Edition on Xbox. I just loaded up the game on my Xbox console and it includes the Gold Bonus content so apparently what you get in the Ultimate Edition on Steam versus what you get on a console is different. I suppose my experience with the Xbox version is what led me to believe the gold bonus content was included here. Lesson learned.
