Agent 11 skin?
Not sure what it was but one time when I loaded a new game, I saw a locked agent 11 skin. Is this an actual thing I have to grind for or just some weird dev backdoor type of thing?

There have been some weird dev backdoor types of thing involving secret Agent 11's. Maybe you found one of those. Otherwise, there's the male and female Agent 11's and good old Agent XI.

Maybe eventually new skins will be unlockable, but right now as far as I know you can only get them if your timing is lucky or of you stumble across a bug.
