You can try to run using openvr but it might run into some other issues then
hey I am not sure if we support this specific situation but we will investigate this further and update you once we know, with the regular setup using open XR you should have no issues running the game with a reverb headset
We did some more testing and we concluded this: as we only support openXR with the game just as the store page describes you can only play the game with WMR openXR.
If you would like to use index controllers with an HP Reverb then Windows should implement that as a viable option in their runtime, using another runtime will always be worse for the performance and can cause unknown bugs which are out of our hands.
We will also poke the platform vendors on how they will address this in the future because I can see how you prefer custom controllers with a headset of your liking but it is up to them to provide support for that.

Hi what controllers are you using and are you using the right runtime?
This should just work fine as we use Reverb's on the office ourselves. Can you go through the following steps and make sure all of them are checked:
* Is open XR enabled? Check discord for help on how to activate open XR. https://discord.com/channels/805822288774692874/1047600004623237133
* Is OpenXRToolkit enabled? -> disable
* Have you tried relaunching the app?
* Is your headset connected?
* Is your headset up-to-date?
* Is Vive Console Installed? -> remove/disable in steamvr plugin settings
* What Hardware and OS are you running on?
* Is your OS up-to-date
* Are your graphic drivers up-to-date?
* Does your firewall or antivirus block the Hubris application?
* Have you tried verifying the integrity of your game files on steam?

I too am using the HP Reverb G2 v2, but with 0 issues.
I am NOT forcing any command line options it is running as it came.
I am using the HP tracked motion controllers that came with the Reverb G2 v2
I did have the error msg pop up on screen about one of my controllers loosing connection... I replaced the battery's in this controller and the msg went away. (You must use 1.6v battery's in the HP controllers or they will constantly keep loosing connection)
The game seems to run with SteamVR and does not close anything, yet runs just fine.
(there was a couple of times that I fell through the geometry while climbing but this appears to have been fixed now)

I believe I followed the instructions regarding openXR correctly. I didn't have any error message in the WMR portal though...

Descriptor file error is not caused by the game but by an error during instalation or a driver issue.
Can you make sure to update all your drivers, verify the steam instalation file?
I understand the OP's problem because I use walk in place locomotion apps in games to avoid the motion sickness I get when using sliding locomotion. And in particular I did get sickness while playing the Hubris demo, before I learned how to change this.
Sadly it could result in worse performance. But you could at least try it.
I don't know if it would work for this game because I'm not buying it (at least not at full price), as it's incredibly expensive for my region, Argentina. Which is a shame because I liked the demo, but this OpenXR problem added to the high price really will keep me away from this game.
Got it figured out.
The problem came from the fact that SteamVR was already up and running (>_>)
Once closed, the game ran like a charm. Enjoyed my first hour of gameplay :)

Why i used SteamVR Runtime ?
When you use the native OpenXR Plugin how recommended, you can not use Toolkits like OVR Ingame as Example, because then OVR can not detect SteamVR (for the reason described by the topic opener). Of course, you can also hang a desktop reflection somewhere in the corner, but that limits the immersion a lot in my Opinion.
If you close the Windows Mixed Reality Portal and open it again you will get an Hint that the wrong runtime is active, but with a click on repair it will be corrected and the runtime will change back to Windows Mixed Reality in SteamVr (which also means that if you want to continue playing Hubris with the SteamVr runtime, you have to change it back to SteamVr again if you have pressed the Repair button before to use the WMR Runtime for other Games).

so this is why you can now play on the WMR devices with steam VR and also use non WMR controllers. :)
