Why did they make this game

Of all the things to do with this licence gollum is the least interesting character to focus a game on, they could have made a shadow of ____ 3 not suggesting they should have but they could have, I don't know they could have made an RTS they could have done anything else but they made this.... man what a waste of a licence

It's a perfectly legit question that was continually asked since the announcement of this game and it needs to keep being asked so it sinks into the heads of any devs who want to bungle the license. Lord of the Rings: The Third Age <- another worthy use of the IP by comparison.
