You can also charge the battery by running a vehicle with a decent alternator. The alternator provides a charge to the battery every tick based on its own durability, alternators can also be replaced. Also note that headlights, radio, and certain vehicle modifications actually draw a small charge from the battery as well, best bet is to shut down all electronics in a vehicle and let it run a few hours, should do the trick!
I think I have it set up so that you can only replace the part with something better, but I might take out so that players can cannibalize vehicles for parts as required.
The charging only works while the vehicle is being driven, right? What I found was I kept getting out of a vehicle, turning it off, then starting it again, and the act of starting it was what drained the battery more for me. But it could have been the condition of the vehicle's parts that was the problem there.
I'll keep these tips in mind. I found out about the game after watching Tomato (a Twitch streamer) play it, and it's been a blast. I'm terrible at the game, but I'm having fun!
