After you finish Amy's "saw at beach" thing, you can help bail her out, you can then meet camilia there without ever allowing kylie into the game but you won't be able to get camilla's phone number.

Yeah, that is what I be wondering cause in order to romance Camilla, Kylie need to be arrested but I wanna know if there any other way
