Magic kind of comes in 3 'levels', I don't know what the official names for them in this universe are... Most people can't cast spells at all. Some have magic talent, but they don't have proper training to use it. Real mages have both talent and training. Then there are elves who are magical creatures in this universe, so they can always use magic and have a couple of special spells available.
How this actually works in this game is fighter classes can't learn spells at all, but I think they have higher stats. The 'talented' people like Charlatans and some others can learn some spells but not the most complex ones. Battlemages and such can learn all spells except the elf ones.
I haven't actually played an elf, so I'm not totally sure about them, but I THINK elven fighters get the charlatan + elf spells and elven mages get everything.
