what I did to make the game run on windows 10

If you already have the game installed, and the legacy drivers on the page:
https://www.nvidia.com/en-us/drivers/physx-9130604-legacy-driver/
uninstall both and start over.

install the game but do not run the same.
browse the game files, inside there is an .exe called Physx_8.04.25_SystemSoftware run it and install it.

still inside the game folders there is another .exe, called legend
right-click, properties, will open the information box at the top click: compatibility,
click on change settings for all users, a new information box will open, click on the box with the title (run this program in compatibility mode)
change below to: Windows XP service pack 3 and apply the changes
ok in the boxes

next step install the legacy drivers:

after installation, open the steam run game, chose config. utility, it will open a configuration box, go to graphical options and uncheck the full screen mode.
return to the main menu option and run the game.

still not satisfied with just playing Legend
I started looking for a solution for window mode, because the cursor was showing over the fairy and it was bothering me and I found the solution.

open steam, search for the game and open it, select the settings options, activate the full window mode and select the resolution you like, and close the options.

again open steam search for legend, right click: manage: browse local files.
Opened the folder search again for the .exe called legend, click the right button and go to properties, opened the dialog box go to the tab: compatibility, below you have the option: Change settings for all users click on it opened a new box of information now follow exactly like this

compatibility mode. check the option below:
run that program in compatibility mode
below place: windows xp (service pack 3)

settings: check reduced color mode
and select: 16-bit color (65536)

below there are four more options mark the option:
disable full-screen optimizations

I in particular selected to run this program as an administrator as well
apply the changes, and ok

we return to the first compatibility window: select the option:
perform compatibility troubleshooting
try recommended settings, test the program

if it works the game will open and take a while to rotate the introductions if even the start menu rotates everything is fine.
close the game:

in the troubleshooting box, go ahead and save the settings for the program, wait to configure and close the troubleshooting, ok and close the legend properties box,
close the other tabs and good game :)

all I did was uncheck fullscreen and game worked fine. it for some reason is still fullscreen 1920x1080.
