Depends if you want singleplayer and multiplayer more. The former, this. The latter, Hot Pursuit. Here are more noteworthy things to consider:
• Hot Pursuit have bigger car list, albeit older. Rivals have smaller list, but the cars are newer (for the racer side).
• Rivals have marginally more customization options, though Hot Pursuit had more flexibility for liveries.
• Both have multiplayer, but only Hot Pursuit had cross-platform support (and more polished).
• While both have freeroam, Rivals have NPC police and racers roaming around in the world, while Hot Pursuit's FreeDrive is empty, apart from occasional traffic.
• Only Rivals have a heat level system.
• Rivals have more pursuit tech (6), but only two can be equipped at a time. Hot Pursuit have 4 per faction and they are all equipped in the cars.
• Being an old game, Rivals still have the same old bugs from its decade-old update. Could be resolved with SSD and/or Rivals+ mod.

• While both games have weather, it is dynamic in Rivals, scripted in each event in Hot Pursuit.
• Both have a consistent day-night cycle.
• Hot Pursuit's progression system is simpler: just earn bounty. Rivals is the first NFS game to feature a risk-reward system (in-game currency earns faster the higher the heat level, but risks more aggressive cops), and selectable objectives per chapter (which matters more for the police side, as Assignment type will determine the type of variant to be unlocked).
