As for "nobody" liking the game. It gets near 80 / 100 score on metacritic for every platform, looks like quite a few liked it!

You need to make sure you can get 60+ constantly on your rig tho with your settings
There are tons of youtube videos showing it working
I tried to like it, but I couldn't put my finger on what exactly was wrong besides the handling and weird upgrades. Felt to me like they carried over the handling from NFS The Run, too difficult to steer the vehicles.

I've played this game for around 50 hours on origin, using the 60 fps unlock command line and the game, races, online etc are all perfectly playable (we got a little issue here and there but hey, what game doesn't break one thing when you fix another one?)
Well, might've gone different for some people, who knows...
Edit: The event just ends near the finish line. The game does not crash.

If your PC can hold a steady 60fps, which hopefully it should at this point with such an old game, the game won't speed up and will play just fine. I played the original back in the day with a GTX 680 at 2560x1440 and it was able to keep a steady 60fps without any issues then.
No it doesnt change the speed. That is why you have to have the "Forcesimrate" command too.
The key thing is to make sure that the FPS you select can be 100% maintained by your pc. If not, some events will fail. I set it at 80 fps to be safe
