You don't need to win just complete at least 10 races in ranked from them at least a full speedlist ( single speedlist is 5 races)

If you just newly started playing the game and has zero progress then you can't access multiplayer yet
To access multiplayer you need to finish chapter 1 in single player story at least.

And to access Ranked Speedlist you will need 3 cars each at rating 275 at least (1 for Race class, 1 for Off-road class and 1 for Drift class)
There are loaner cars in multiplayer but the highest loaner car in Off-road is 230, so you will need to level up a Off-road car in story at least.
