Yes, there's a consumable item you can get later that permanently stops downed enemies from reviving.

I kinda wish they would add an option for you to disable enemy respawn straight from the beginning. I don't mind difficulty, but I hate respawning enemies in games.

Just finished it. The respawning enemies aren't really an issue. Most of the enemies I killed never respawned. Seems to only happen to about a quarter of them.
