I collected them in order.

Strikers 2020 *Currently under development
Strikers 1945 PLUS *Released in 1999, advance released except JP
Strikers 1945III/Strikers 1999 *Released in 1999
Strikers 1945II *Released in 1997
Strikers 1945 *Released in 1995

Based on year of release in Japan.
Excluded the port and mobile versions.

Does steam has strikers 1945 plus? Where can i get strikers 1945 plus?

Unfortunately, not sold on steam.
"1945 Plus" PC ver. is only available in Microsoft Store.

What is the difference on Plus? According to the Wikipedia site there are different versions of Plus that got later re-released to other platforms so it sounded to me the Steam Version is a version of Plus? https://en.wikipedia.org/wiki/Strikers_1945_Plus

The biggest difference is it's horizontal screen.
Therefore, bullet speed is suppressed and game design close to "Barrett hell"

No, "PLUS" is a separate one from 1945 and II.
It is not a version upgrade of I or II.
And not available on Steam

About difference when ported to other platforms...
PSP Ver. is completely BULLS**T and doesn't stay in the original game design and quality.
NEOGEO Archives Ver. has added achievements and online score ranking mode.
I think wikipedia probably refers to them as "different" versions.
No intentional change of content itself.

Partly yes, but it's practically almost remake of II for MVS.
There are some elements introduced again from 1945-1 as well. (Zero, Spitfire, Reducing max bomb capacity and 1up SE)
