Bear Skin in Blue Tux outfit?

Anyone know how to get this skin? Saw someone wearing this skin in a match earlier, and they tried explaining it to me, but their speech bubbles disappeared too quick. Something about cards? Now I know the Winter Cabin has a similar skin in the Vending Machine, but not this Blue Tux Version of the Bear. Anyone know how to get this Skin?

hello bacon, thank you for answering here. i would like to inform you and the entire dev team that it feels really bad to be locked out of skins on a regular basis just because we're not from china. i hope this content will be available in the item shop at some point. thank you.
