So what does this do? If one person owns the game, a friend who doesn't can still be invited to play?

You could invite friends with friend pass to play with you, but only one at a time. Those with friend pass can also play with other friends as long as they own the game

Hello mcmk,

As D-minor mentioned, Friend Pass allows you and a friend to enjoy “Party Animals” together, with only one of you needing to own the game.

Players with the Friend Pass must receive an invite from a player with the full version to participate in Quick Matches and Custom Games.

Players with the full version of the game can invite one Friend Pass player at a time to their team or lobby. However, if one friend ceases to play, they are free to invite another friend to join.

You also don't gain full access to every feature if you're using the pass (mostly things related with in-game purchases).
Achievements also don't get unlocked, but when you buy the full game any that you completed will begin popping once you open the game (was a funny few minutes for me xD).
