Report a translation problem
Make sure you have not connected the second controller yet.
Create and setup a private custom lobby.
Connect a second controller so you get prompted to be added in game.
Add bots and sort up the teams.
Play and enjoy.
Frustrating
I was about to return the game, because I really wanted the split-screen play, and I couldn't see anything in the game itself that looked like it had a split screen option. Then I found Solemen Wolf's instructions above and both controllers worked for me. I use a wireless Xbox One controller as my main controller, and then I plugged in another Xbox One controller into USB when Solemen said to do it.
You can create a new local player by pressing "RT" with a joystick in Custom Game, supporting up to 4 players in split-screen. Local games require multiple controllers, at least one keyboard and one joystick for two players.
Quick Match doesn't support local multiplayer joining at this time. Local multiplayer mode allows you to play against other online players in Custom Game.
Due to hardware limitation, a maximum of two local players are allowed to play on one Xbox One console at the same time.

You plug in the second controller, the game prompts player 2 but then it doesn't work right?
It might be a case of a bad wire maybe? I've seen it happened when I connect a controller and due to the wire not working properly, it screws up the connection.
I wrote it out underneath the last update comments.
Basically I spent a night trying to fiddle to get it to work and couldn't resolve it and I came back the next day and unplugged and plugged it back in again as has been suggested and it resolved, I still need to do that every game but I guess it is kind of working. That night I was trying to do all kinds of things and I could get the game to add another local player but the input wasn't working when I got out of the lobby and into the game.
Computers are so weird sometimes for something so logical and predictable.
