Report a translation problem
First: There is a sprint in game. So maybe you're not aware...idk
Second: Not all punches land, you will often hear scuff sounds when your punches are breezing by and that just means you didn't land a full punch. Not entirely your fault, its just how these wobble physics be.
Third: I'm not sure about the frozen zone thing. It seems there's varying degrees of how quickly you freeze, based on how fast you move away from it, and the current stage status(strong winds or not)
Than why one simmilar punch take out someone and dont other?

Not gonna deny the possiblity that there are cheaters. Just gotta be careful with hurling the accusations baselesly. If I were you, and this is easier to do if you have an nvidia card, record your game when experiencing cheaters. Kinda hard to do when you dont expect to come across them, but with nvidia cards you can hit a button to record last 5 minutes or more. So you are not constantly recording.
