How to play local 2 player?

I plugged in 2 controllers and they both just control the same character; how do I get 2 players to join in?

Stupidest system ever, you have to turn the second controller off and back on and it will give you a popup to connect. Far be it from them having the solution every other game that exists uses by just pressing a button on the second controller... The UI is truly terrible given how long this was baking.

Player 1 is defaulted to keyboard.
Start Custom Game, press button on 1st controller. It will prompt you to add a new player.
Press button on 2nd controller. It will prompt you to add another new player.
Delete the Keyboard player.

I thought this too but you can also press the right trigger to get the second controller to show in game.

Sadly not
