like give gem and lvling up give another point?

No, spending gems only unlocks the point for the next level. When you reach that level, the point is already unlocked so nothing will happen and you'll have to get to the level after that for the next one.

Talent tree is the real money sink in this game. The gold costs gets SO expensive to use.
