Storage and floor space
Been playing this game for ages and I still have no clue how the basement and shop floor space work.

I have moved storage boxes to the basement and it didn't free up shop space. I moved furniture to the basement and it didn't free up floor space ... so how the hell do you free up shop floor space and what use is the basement?

You gain capacity for more pieces of furniture by expanding the size of your shop. With all 9 floor spaces unlocked you have 72 slots for furniture, which includes racks, tables, etc. for items and bins for resources. Furniture stored in your basement still counts toward this capacity. Decorative furniture does not.

What the basement does is clear physical space in your shop for you to arrange walking space and decorative items however you like, without sacrificing resources, energy, or storage for sale items. It's mainly for aesthetic flexibility.

And now that you can "deactivate" floor sections to turn them into outdoor areas, the basement will be key for people wanting to turn half their real estate into outdoor parks without giving up energy or storage.

Sorry, furniture counts but decorative furniture does not? I'm not understanding that. From what I know you have racks for equipment, bins for resources and decorative furniture, just those three. So which of the three are you saying does not count toward the total floor space if you move it to the basement?

What I want to know is can I move anything, any of those three types, to the basement to free up store space?

If the only reason for the basement is so you can have more decorative crap, but you can't have more important items like bins or racks then its pretty much pointless if you think of it logically in the realm of the game. Players need space to put down more racks and more bins to make more items to sell, that's the whole point of the game, lol. If some want to prettier up their stores that's up to them, but the game play shouldn't be sacrificed just for that.

Anything that does something useful, like resource bins, weapon racks or chests count towards your furniture limit. Anything that just gives prestige doesn't count.

And the Basement only exists to make your shop look better, by being able to not having them in your store but still having their effect active (and ofc it stil counts towards your furniture limit). Not everyone likes seeing their 40 resource bins standing around in their shop.

If you put a table or mannequin in your shop that holds sale items, or a bin that holds crafting resources, that uses up one of your furniture slots. If you put a cushy armchair or fancy desk, it does not use up a furniture slot, being a decorative item.

Moving the mannequin or wood bin to your basement frees up grid space on your shop floor but it still uses one of your furniture slots.

What you said at the end is the situation. The basement is for making your shop floor more open for decorations, walking space, or more tables & shelves. It doesn't give you any new slots for "sale item" furniture or resource bins. It's actually very useful for storing resource bins. I have almost 40 tables, racks, shelves, etc. on my shop floor and I wouldn't be able to do that without storing a dozen or more resource bins in the basement.

At 9 shop expansions you get 72 furniture slots. You can continue to pay for additional furniture slots after that, but it gets expensive, starting at 1.25M gold for slot #73 and going up from there.
