Give sigils ascension levels

Giving the sigils ascension levels would be a great addition to the game. I and many others I've asked in game say they would gladly pay a high ascension shard cost to make them easier to craft.

- First level could be to reduce the Bleakspire resource cost by 1.

- Second level could be the usual multicraft bonus

- I have two options for the third ascension level. First option would be for it to remove the flawless tier 6+ precraft entirely. Second option would be to lower the quality or the tier of the required precraft item.

I think it's lame how they're shoe-horning in a feature nobody cared about (fusion) and then making these sigils require a Sonja level higher than all full moon recipes. It's a bit much.

Sigils are late game materials so of course they require a higher level for Sondra. I mean sigils are literally used for tier 11 gear which also require all the workers related to them to be a higher level.
