How the heck does fishing work?
I hit the right spot like with the rest of the fish but instead of getting caught, it switches into what seems like a second phase and immediately breaks the line and gets away....
I don't remember the tutorial mentioning anything about it and I can't find a way to view it again....

1 star and sometimes 2 star fish can be caught instantly. 3 through 5 star fish will absolutely require higher quality rods, as with the rod you start out with you only have one shot. Each upgrade gives you an extra shot at catching the fish, which is mandatory as you have to hit the right spot enough times to wear out the fish - they too have a stamina bar, it's right next to the bar that you have to hit the right spot on.

Also there's an upgrade you can get in Chapter 3 - I think - that expands the sweet spot that you have to hit while using your hopefully by then upgraded rod. It costs rinnel, so that means the guy from the parallel universe the other games the dev makes takes place in will have it. Y'know, the guy living in Rouge's basement by the entrance to the dungeon.

Furthermore, since higher quality rods use more stamina, make sure that once you get access to the casino and thus both roulette and the gift shop that you have some milk on hand to restore your stamina. It's the same kind of milk that Rita likes and you can give to her as a gift - though you'll get more affection by giving her hero crests, but those also raise Rouge's attack when used. All the gifts do something like that though.

Hope this helps.

Thanks, that does help quite a bit! I did already upgrade my rod at least once though and I don't get anymore than 1 shot?

Upgrading your rod increases durability, which in turn increases the amount of shots you get. So if you have a durability of 2 - you've upgraded once - you should have two shots. Otherwise, I don't know what to tell you. Maybe you should upgrade to the third tier?

Worth a shot! I'll update here if I still can't figure it out

You'll be fine. You should be able to figure it out I'd think.
