Can community created wrestlers be used in my rise?

No as far as I know you can't use any wrestler that was created outside of myrise.

No, they didn't let you do that in the last game either. They won't change it. Rise characters are a little different than the sandbox characters.

However, you can make what you want visually in MyRise.

So whats the community created wrestlers for?, is there a story mode for them?

You can use community created wrestlers in all other game modes like in Universe mode or GM mode, as well in just normal quick matches. It's just MyRise where you can't use community created wrestlers (or any wrestler you created outside of the mode).

Whats universe mode?

It's similar to the new GM mode, just without the financial and roster management etc. It's basically a mode where you book the show cards and can decide who wins titles etc. it's sort of like a sandbox mode. Of course all the matches you can either play yourself or spectate or sim, however you want.

Just to be clear, for MyRise you can still create your own wrestler. When you start the game mode, you create a new wrestler that you can fully customize. You just cannot use any wrestler downloaded from community creations or that you created outside of the mode.

Also Universe game mode has 2 modes. One is sandbox where you control everything, the other one is focuses only on a selected wrestler so you only play the matches from that wrestler. There you can use any downloaded wrestler from community creations as well. It's basically like MyRise, just without the story elements and such.

This is an odd decision. It can take an hour or more to create a good CAW and they don't want me to use any of those and make one without even being allowed to copy-paste from the ones I already have?
I don't understand how this makes any sense, I'd be fine if the stats couldn't carry over, but appearance should.

Please tell me that we can use this character outside of this mode at least? I don't want to work on multiple CAWs in this mode if now.

MyRise is its own mode. Much like MyCareer/MyPlayer on NBA 2K, what is done in there in terms of custom characters cannot be exported out of the mode.
