It's only a very limited amount of servers which forces mid-high RP and those servers usually fall behind quite hard in population. The biggest pop servers on BYOND SS13 are low RP servers. Low RP means RP is preferred, not required, as long as you don't abuse meta knowledge.
The playerbase has spoken, they like low RP without the risk of getting banned by simply typing "lol". Then we have the CM server that has the highest player count which is team deathmatch where maybe 5-10% of the pop RP's heavily each round, even if the rules states it's forced RP no one actually cares and follows the rule.
Personally, I see the end of SS13 creeping ever closer the longer SS14 is in development. There's really no reason to stay behind the moment SS14 has caught up content-wise. But if someone wants to stay on the ship when it starts to sink, that's up to them. They'll jump ship as well eventually, unless they're there just for the adult RP which is where I believe they should stay.
I don't think "release dates" make sense for games like SS13 and SS14, which are constantly in development. In fact, I don't think we could say that SS14 has "released" yet.

SS13 had its life cycles i personaly dont think game will die , reason we had last exoduses was due "new game version was just superior in every/most ways" despite drama
i dont want to dig any dev credibility but old SS was "active for a while" i seen similar games like SPC "come and go when devs gave up on updating" even promising ones like SPC containment
Preaching that "this is new hot stuff" despite being in early access is a bit disingenious , im looking forward to what devs of SS14 will do , but i would hold out on making any big claims till "both games are on similar level of quality"
im not SS13 expert or anything , just another of many who came and went.
Once there are more options outside of the main NA server, you'll get a way healthier community.
You would think the main Wizard servers would be pretty neutral in their design direction.. But..
Some of the more vocal people in the community are pushing it in a direction opposite of SS13. Couple examples would be:
Imagine how coders nerf bugs & OP gimmicks in 13, but apply that to doing your basic job.
Want to build a cool engine? Expect people to actively try to prevent you from doing so, even if you do it all yourself. Including coders who like to increase the time spent making something, until it's near impossible to build- or forcing you to jump through all kinds of loops to do a basic task.
Vocal admins want to run it like the Stanford prison experiment-
Imagine the psuper soldier sec from 13 that consider their word law and treat anyone they find suspect as antags immediately, but as admin staff.
If you play in a way they don't like (This can include, doing your job, building stuff, using shuttles [They removed the option to build them in lieu of buying premade shuttles, when building was basically a rite of passage.. But got to get on that changelog!.. and force people to use what you code].
If something is implemented, and there's an alternative way so you don't need to use it, or maybe there's different options which creates variety? It will probably be removed once someone comes up with something "better", IE, pre-built shuttles, instead of building your own.
Be an NPC to their game, or else you'll probably end up on someones bad side, and get meta grudged against by an admin lol
Not all of them are bad, just some of the vocal ones want to shape the game in a way counter intuitive to what draws people in for SS13 :)

SS13 is a science vessel, SS14 is a "military ship" run by people obsessed with guns and "bEiNg rObUsT" with sec gear who are actively against any form of creativity in the system that's been created.

i'm sure you're well aware that by RP, OP likely didnt mean what you just commented, as im fairly certain THOSE kinds of servers are in the minority...by RP they mean simply role playing, playing a role...like "im some old irish geezer who cusses at people who make messes, he's the janitor" or w/e. no need to use a strawman argument against it just cuz people like a different playstyle than you.
TBH im not sure why people like "deathmatch" SS13 servers...the combat with the latency is kinda ♥♥♥♥♥♥ and you could get better results in alot of other games, though for more refined servers like TGMC (aka "Aliens") have fun pvp with alot of abilities and weapons and such you cant really get anywhere else, so those i get.
it depends a bit on the time of day as well, for example: at the time of writing the "moar RP" (med rp) TGstation server is almost to 40 players, the next highest on a lowpop server is 10...both are US West...granted it's a bit early there, but even the EU server only has 6.
i'd say med RP, in my experience, is a good balance...it prevents things like validhunting and whatnot, and allows people to enjoy their job or lets antag spice up the round in creative ways instead of just "whoops you're dead wait an hour to play again" at near roundstart. just look at Black Pants Legion, afaik he often goes to higher RP servers and that RP is what makes it hilarious.
sure there might be some mods/servers that take RP too seriously and i agree with you there that simply being banned for saying "lol" is a bit much, unless it's a case of like...the server says not to do it, you keep doing it, get warned 20 times, dont listen, then freak out when you get banned...
wanna play on the server? follow the rules. i think most servers have emotes so you could type *laugh and it'd accomplish the same thing, sure in more keystrokes but you usually get a sound with that one so that's a bonus in my book.
i feel like plenty of people like med RP servers, i'd agree with your points more about heavy RP servers, i've never tried them and it feels a bit too much for me, like needing a proper backstory and ♥♥♥♥ like...im not imaginative enough for that...
ig TL;DR: let people enjoy things, some people might play SS14, some might stick to SS13, ill try SS14 cuz at the very least the physics based ships and floating when in zero-G looks rather neat. but SS14 is likely only going to have the one codebase, at least for a long time...so unless my fav servers move to 14, ill still be playing on 13 unless the latency or w/e gets truly unbearable comparatively.
thinking about it now they both suck equally actually
