Well I'm not 100% sure this will work likely it wont, but cant hurt to try. If you have a nvidia card. Go to nvidia control pannel and manage 3d settings, and go to Bless game and force Texture filtering. I say this because past like 3 feet infront of your character textures get blurry, so maybe it could help. Other than that, I have no idea as I do not have the issue.
Assetto Corsa Competizione for example has the same problem.

AHH thats much more clear. I think thats honestly just a reflection!
At least in that game. Anyways if it is like that, try turning the settings for lighting down to LOW (this will also greatly increase fps) if you still see it, try changing it to Very low.
And then if that doesnt work, see if you can force TAA off in nvidia control. But I've noticed in unreal games that are not the best optimized it reflects the character at what youre looking at, if it is a shiny surface. Kinda like in that racing game. Not sure why it does this, but it is annoying in any game it happens in.
