It's a secret tower. Where did you climb up a tower before that was hidden? And think about which important character the silhouette with many blades could be.

The silhouette belongs to a very big individual

The person and the tower belong to the same area

Which area is most likely to have towers in it?

You have to destroy a cracked wall to get into that tower

It's in the Citadell. The secret lore room where you could find the 15% damage bonus against Lamech.

I still can't find it. The room leading to the tower has a bunch of lanterns, no enemies, and a chest, right?

Yup, top of the tower. Have to beat Irad Prime before it shows though.

1. when you go into the menu does it say LOCKED or HIDDEN?
if it says locked, you cant get it until you beat the empowered bosses
if it says hidden, then you CAN find it.

its in the 1* zone in the room where you climb the lanterns to a chest.
break the wall on the left side, climb up that room and there it is
