If there's a way to avoid painfully low drop rates, I wouldn't complain if someone shared it.
Not sure what the level requiremtn for drowned necklace would be, maybe it is 80? In that case, it could be possible to find it from the golden chests found after fighting the gong heads or murmur, but I haven't heard of anyone finding it yet, so it is probably higher than 80. I wouldn't bother too much about equipment you can't find yet, when the next update hits finding those pieces will be much easier.
Also, devs, that'd be something to offer as a really expensive building purchase: Reduce the room level requirement for equipment by 5 per purchase.
Equipment:
Drowned Set WITHOUT trinket,
Sanguine set+1 WITHOUT Chestplate and trinket.
Cant remember the other ones right now.
Runes: 3 of each EXCEPT Double Jump and Extra Dash, they are at 2 max currently.
Keep in mind that some of this equipment/runes need a high lv room from the study, which only generate sometimes, so it can take a bit to find them. Also Dash/Jump runes do not drop until after you obtained the corresponding heirloom.
